This tariff for net metering installations is for all approved customers
that generate electricity, on the customer's side of the meter,
using a wind or solar photovoltaic system. Net metering, subject to
the conditions and limitations described in this section, is available
to customer-generators that are provided service under the Borough
of Park Ridge Electric Department's ("Borough's") residential,
general commercial or large power tariffs.
Net metering of a qualified customer provides for the billing or
crediting, as applicable, of energy usage by measuring the difference
between the amount of electricity delivered by the Borough to the
net-metering-qualified customer in a given billing period and the
electricity delivered by the net-metering-qualified customer into
the Borough's distribution system.
The Borough will select and supply the type of meter(s) that will
enable the measurement of the electricity for the billing or crediting
of energy delivered as indicated above.
Customers qualified for net metering shall enter into the Borough
of Park Ridge Electric Department Interconnection Application/Agreement
for Net Metering Facilities for Wind-Based and Photovoltaic (PV) Systems
("Interconnection Agreement") and shall be responsible for all interconnection
costs, which shall be in addition to any service charges required
to meet service requirements.
To qualify for net metering, a customer's wind or solar photovoltaic
system cannot exceed 90% of the customer's current peak electric
needs of their residence or facility, as applicable. Any installations
which are greater than 150 kW are beyond the terms of this tariff
and will require a specific purchased power agreement with the Borough
which will be based upon avoided cost principles.
The Borough reserves the right to monitor the aggregate load of all
renewable energy installations connected to the Borough and to institute
aggregate limits.
The net-metering-qualified customer shall be responsible for meeting
all applicable safety and power quality standards, including but not
limited to all applicable safety and power quality standards approved
by the National Electric Code, Institute of Electrical and Electronic
Engineers, accredited testing institutions, such as Underwriters Laboratories,
and, specifically, IEEE Standard 929-2000.
Prior to interconnecting with the Borough's distribution system,
the net-metering-qualified customer is required to provide the Borough
an Interconnection Application/Agreement accompanied by a fee of $100
to process the application. The application fee shall be waived for
all government or Board of Education applications.
After the Borough receives the completed application and conducts
the appropriate review and inspection, it will execute the Interconnection
Agreement and inform the applicant that it is permitted to proceed
with the interconnection; or permission to interconnect will be denied
and the Borough will explain its reasons for denying permission. Reasons
for denying the interconnection may include the need for a more detailed
interconnection study.
If a detailed interconnection study is needed, the Borough shall
provide a good faith estimate of the cost of reviewing the plans,
conducting inspections and for the cost of all equipment that may
be necessary to interconnect the self-generating equipment with the
Borough's distribution system. The customer shall pay the Borough
the full amount of this good faith estimate. Any amounts not expended
shall be returned to the customer. Any additional costs reasonably
incurred by the Borough to complete the interconnection with the customer
shall be paid to the Borough prior to interconnection. The customer
shall be responsible for the cost of periodic testing of the interconnection
facilities.
Initiation of service will become effective on the net-metering-qualified
customer's first regularly scheduled meter reading date as agreed
to by the customer and the Borough and after the Interconnection Agreement
has been fully executed by both the customer and the Borough.
The annualized period shall be one year from the date of the initiation
of service and shall be repeated each year while the system is online.
Once operational, the Borough shall have the right to adjust the annualized
period for operational and billing purposes.
When the amount of electricity delivered by the net-metering-qualified
customer, plus any kilowatt hour credits held over from the previous
billing periods, exceeds the electricity supplied by the Borough,
the net-metering-qualified customer shall be credited for the excess
kilowatt hours until the end of the annualized period.
At the end of the annualized period, the net-metering-qualified customer
will be compensated for any remaining credits by the Borough at the
Borough's avoided wholesale power cost for energy. Transmission,
capacity, ancillary services and costs not related to the Borough's
avoided energy cost shall not be included in this compensation.
Whenever a meter measuring energy delivered from a net-metering-qualified
customer to the Borough's distribution system is found to be
registering slow or fast by 2% or more, an adjustment of the energy
delivered shall be made.
