Whenever authorized signs or markers are placed, erected or
installed, indicating no-parking zones, no driver of a vehicle shall
disobey the provisions of such signs.
Parking longer than the time limit allowed and parking in any
restricted area shall not be enforced against any driver or registered
owner of a vehicle unless the time for parking is clearly marked by
signs, by tags upon parking meters or by painted curbs. The City Council
may establish timed parking areas.
Where any vehicle has been parked illegally in such a manner
as to endanger public safety or convenience, or where it appears that
a vehicle has been abandoned, the Police Department shall have the
right to have such vehicle towed away and impounded until the owner
thereof or his agent proves his right to possession thereto and satisfactorily
answers to the violation of this article. If such impounded vehicle
is owned by any county, state or the United States government, such
vehicle may be released upon payment of the towing charges.
