The Town of Putnam does hereby establish and create a Board of Finance for said Town of Putnam, as provided in Connecticut General Statutes § 7-340 et seq.

The Board of Finance shall consist of six members, two of whom shall be elected to serve until the next election and until their successors shall be elected and shall have qualified, two to serve until the second annual election and until their successors shall be elected and shall have qualified, and two to serve until the third annual election and until their successors shall be elected and shall have qualified.
The members of the Board of Finance shall be elected by ballot at a special election legally warned for such purpose, and the Selectmen of the Town are hereby instructed to call such a meeting for that purpose as soon as may be done conveniently.
The Board of Finance shall have all the powers and duties which are now or may be hereafter given them by the General Statutes of Connecticut.
