All bills rendered to the Town shall be itemized, shall bear
the date when the same shall have been incurred, and the name of the
contracting authority, and upon approval by the Board of Selectman,
by the Board of Education or by other proper authority, as by statute
is provided, shall be paid, provided all bills rendered to the Town
for payment of any sum to any member of the Board of Selectmen or
to any member of the Board of Education, except such as shall have
been specifically voted by the Town to said officer as a salary, shall
be presented to the Board of Finance before the same shall be paid.
