Pursuant to the provisions of Section 8-lc of the Connecticut General Statutes, the Town of Putnam adopts the following fees relative to applications filed with the Town of Putnam Planning Commission. Pursuant to such statute, this fee schedule for the Town Planning Commission shall supersede any specific fees set forth in the General Statutes or any Town ordinance or regulation.
A. 
The fees shall be as follows:
(1) 
For any activity involving a public hearing before the Commission: $175.
(2) 
For any subdivision or resubdivision of land: $100 per lot.
(3) 
For the inspection of any proposed new road or improvement to an existing road as required by a condition of subdivision approval: 2% of the estimated cost of said improvement. The estimated cost of said improvement shall be based upon a certified estimate submitted by the applicant's professional surveyor or engineer, and the Commission shall have authority to adjust any estimate if it finds that the estimated fee as thus calculated does not correspond to local construction costs as found by the Town Building Office.
B. 
These fees shall be applied on a cumulative basis such that an application involving a public hearing and a road inspection, for instance, shall pay fees under each of the categories.
The Putnam Planning Commission is expressly authorized to waive all or a portion of said fees to the extent that the proposed application is to correct a previous informality or illegality and is not for the purpose of new construction or the creation of new building lots. The intention of this provision is to avoid the placing of an undue burden on an applicant who is merely correcting a previous problem. Any time any fee or a portion thereof is waived by the Commission, it shall state upon the record the basis for such waiver, which must comply with this section.
