There shall be a Water and Sewer Commission of the City of Putnam,
to be appointed by the Mayor with the advice and consent of the Common
Council. All members of the Commission shall serve without compensation,
except for the reimbursement of necessary expenses, as authorized
by a majority of the Commission, and until their successors have been
appointed and qualified.
No person shall be eligible for appointment to the Commission
who is not at the time of his appointment an elector and resident
of the City, and any person ceasing to be an elector or resident of
the City shall thereupon forfeit his membership on the Commission.
No more than three members of the Commission shall be of the same
political party. The Commission shall, by majority vote, elect a Chairman
from its membership.
The Commission shall be responsible for the good conduct of
operations of the Water Pollution Control Authority, the municipal
waterworks system, the sanitary sewerage system and shall also be
designated the Water Pollution Control Authority for the City of Putnam.
The Commission shall have all those powers and duties conferred and
imposed upon municipal water and sewer authorities by the Connecticut
General Statutes, and such other powers and duties, not inconsistent
with the City Charter, as may from time to time be prescribed by the
City Council.
The Commission shall appoint, and may remove, subject to such
rules and regulations concerning City employees as may, from time
to time, be adopted by the City, the following:
A. A Director of the Water Pollution Control Authority, who shall be
the administrative head of the Water Pollution Control Authority and
may have such powers and duties as may be prescribed by the Commission.
B. A collector of sewerage and water system connection and use charges,
who shall collect such charges in accordance with the provisions of
the Connecticut General Statutes for the collection of property taxes.
Said collector shall have the same powers and authority as tax collectors.
C. All other employees in the Water Pollution Control Authority.
