When official traffic signs indicating such restriction have been erected in accordance with §
545-3 of this chapter, no person shall park, stop or leave standing any vehicle upon any portion of a street, highway or public or private parking facility reserved for vehicles displaying special registration plates or identification cards or emblems issued by the Wisconsin Department of Transportation or, for vehicles registered in another jurisdiction, by such other jurisdiction designating the vehicle as one used by a physically disabled person.
It shall be unlawful for any person, firm or corporation to
permit any construction, compaction, earth-grading or farm machinery
which is self propelled and moves upon the surface of the earth and
which is owned or controlled by him to stand for any period of time
unattended without locking the ignition system or otherwise rendering
said machinery inoperable so as to prevent any person unauthorized
by the owner or individual in control thereof from starting said machinery.

A. Two-hour parking: 7:00 a.m. to 6:00 p.m. When signs are erected in
any block giving notice thereof, no person shall park a vehicle for
longer than two hours at any time between 7:00 a.m. and 6:00 p.m.,
except weekends and legal holidays, upon the following streets or
portions of streets:
(1) Broad Street between Cherry Street and Kinnickinnic Street.
(2) Orange Street between Front Street and Dakota Street.
B. Parking near mailboxes. Parking within 10 feet of any mailbox erected
independently of a building shall not be permitted between the hours
of 8:00 a.m. and 4:00 p.m., except on Sundays or holidays.
C. Three-hour parking. When signs are erected in any block giving notice
thereof, no person shall park a vehicle for longer than three hours
in the following locations:
(3) Front Street (excluding signed no parking zones); Avenue of Flags.
(4) Borner Street between St. Croix and James Street.
D. No parking: school zones. There shall be no parking when school is
in session between 8:00 a.m. and 4:00 p.m. in the following locations:
(1) Monroe Street from St. Croix Street to Walnut Street.
(2) St. Croix Street from Campbell Street to Borner Street to the driveway
between the bus garage and the high school.
E. Public boat launch parking lot. No parking allowed at public boat launch between the hours of 2:00 a.m. and 4:00 a.m. of each day. A paid daily permit from the City must be displayed on the dash of the driver's side of the vehicle or a current year boat launch sticker attached to the trailer. Any owner or operator failing to pay or display the required fee shall be subject to a forfeiture as provided in §
1-4.

F. Parking during street cleaning. No person shall park any vehicle
on any street or highway as to interfere with regular street cleaning.
Such areas shall be designated by no parking signs identifying the
time and date of said cleaning.
G. Removal or illegal parked vehicles. The Director of Public Works
or Chief of Police may have any vehicle parked contrary to this section
removed at the expense of the owner.
H. Fifteen-minute parking: Broad Street. Four parking stalls on Broad
Street shall be designed as fifteen-minute parking between the hours
of 7:00 a.m. and 6:00 p.m.
No person other than the owner or operator thereof shall remove
a City notice of parking violation or other parking citation from
a motor vehicle.
Pursuant to the provisions of § 118.105, Wis. Stats.,
the following regulations shall apply to the grounds of the Prescott
School District located within the City:
A. Speed limit. No person shall operate a motor vehicle on school premises
where motor vehicle traffic is permitted at a speed in excess of 15
miles per hour.
B. State traffic forfeiture laws adopted. All provisions of Chapters
340 to 349 of the Wisconsin Statutes describing and defining regulations
with respect to vehicles and traffic for which the penalty is a forfeiture
only, including penalties to be imposed and procedures for prosecution,
are hereby adopted and by reference made a part of this section as
if fully set forth herein. Any act required to be performed or prohibited
by any statute incorporated herein by reference is required or prohibited
by this section.

C. Miscellaneous rules.

(1) No person shall operate a motor vehicle on such school premises at
a rapid or sudden acceleration with the intent of squealing tires
or leaving tire marks.
(2) No person shall operate a motor vehicle on such premises across parking
lot islands or parking lot dividers.
(3) "Unauthorized
presence" shall include any vehicle that is found on school property
which has not received permission to be there. If the occupants or
owners are not on school property for some legitimate business or
activity or are parked in an area that regulates parking to certain
authorized vehicles, they are in violation. Such vehicle may be issued
a City summons that regulates parking or may be towed away at the
direction of the school principal or person in charge of such school
building. Law enforcement officers may also have any vehicle towed
away which, because of its location, creates a hazard to life or property.
