There is created and established within the City a department
known as the "Springfield Office of Emergency Preparedness" for the
purpose of performing civil defense functions and local emergencies
and other powers in compliance with the provisions of Chapter 639
of the Acts of 1950 or any act in substitution or amendment thereof.
The Mayor is authorized to accept and receive on behalf of the
City any offer by the federal government or agency or officer thereof
or any person, firm or corporation of services, equipment, supplies,
materials or funds by way of gift, grant, or loan for purposes of
civil defense, subject to the terms of the offer and the rules and
regulations, if any, of the agency making the offer.
This article shall remain in force during the effective period
of Chapter 639 of the Acts of 1950 or any act in substitution, amendment
or continuation thereof.

The purpose of the Emergency Medical Services Commission is
to facilitate the coordination of the provision of emergency medical
services between the public safety departments of the City and the
providers of emergency medical services.
