There is established in the City a municipal department to be
known as the "Department of Elder Affairs."
The Department of Elder Affairs shall be the principal agency
of the City to mobilize the human physical and financial resources
available to plan, develop, and implement innovative programs to ensure
the dignity and independence of elderly persons. The Department shall
also serve as an advocate for the dignity and independence of elderly
persons.
The Department of Elder Affairs shall be under the supervision
and control of a Commissioner of Elder Affairs, who shall be the appointing
authority for such office.
There shall be a position of Grants Manager in the Department
of Elder Affairs. The Grants Manager shall work under the direction
of the Commissioner of Elder Affairs.
