A. 
At the time of approval of a land development application or permit, the approval authority shall determine the required monitoring and inspection fees as set forth in the Master Fee Schedule. The fees shall be paid prior to the commencement of any construction activity.
B. 
The required monitoring and inspection services may be provided by either Town personnel or, depending on the scope of the services to be performed, the expertise needed, and the time constraints of Town personnel, the Town may contract with a professional consultant to provide independent monitoring and inspection services. In the event a professional consultant is hired to do any monitoring or inspection, the cost of the consultant's services shall be paid for from the monitoring and inspection fee paid pursuant to § 168-6A and shall not be an additional charge to the applicant.
