The purpose of this chapter is to prescribe, in accordance with
prevailing community standards, regulations for the conduct of minors
on or upon public places, for the protection of such minors and others,
during the hours set forth herein, for the enforcement of parental
control and responsibility for their children, to reduce juvenile
activity, for the furtherance of family responsibility and for the
promotion of the safety and health of the citizens of South Strabane.
The following terms shall have the meanings indicated, unless
a different meaning clearly appears from the context:
MINOR
A person under the age of 18 years of age.
PARENT
Any natural or adoptive parent of a minor, as herein defined,
or a guardian or any adult person responsible for the custody and
care of a minor. "Parents" shall mean one or both parents.
PUBLIC PLACE
Any public street, alley, sidewalk, park, playground, parking
lot, public building or vacant lot within South Strabane Township.
REMAIN
To stay behind, tarry or to stay unnecessarily in or upon
a public place, including the congregating of groups or otherwise
interacting minors, in which any minor involved is not using the public
place for emergencies or ordinary purposes, such as educational, religious
or business, and such as the mere passage of going home or to/from
work.
It shall be unlawful for a parent, having the legal custody and care of a minor, to knowingly allow or permit a minor to violate §
