There shall be a Department of Social Services, the head of
which shall be the Commissioner of Social Services. He shall be elected
from the County at large. His term of office shall be three years from and including
the first day of January next following his election. He shall be
a member ex officio of the Board of Social Services.
The Commissioner of Social Services shall be the chief administrative
officer of the Department and shall have all the powers and perform
all the duties conferred or imposed upon commissioners of social services.
There shall be a Board of Social Services consisting of the
Commissioner of Social Services and four other members appointed by
the County Executive. The four other members shall be appointed for
terms of four years. The first appointments shall be for terms of
one, two, three and four years, respectively. The Board of Social
Services shall, at the request of the Commissioner, consider any matter
relating to the preservation and improvement of the Department of
Social Services and may advise the Commissioner thereon; and it may,
from time to time, submit to the Commissioner any recommendations
relating to the preservation and improvement of the Department of
Social Services. The Board of Social Services shall have no executive,
administrative or appointive duties.
