In the event that any of the provisions of this ordinance shall
be held unconstitutional, the remaining provisions not affected by
such decision shall remain in full force and effect.
Except as to persons duly served with a certified copy of this
ordinance pursuant to the provisions of § 95 of the Village
Law,[1] this ordinance shall take effect on February 22, 1954.
