The Laconia City Council recognizes that the annual motorcycle event draws large numbers of people to the City and that private property owners rent space to itinerant vendors in order to provide to the public the goods and services normally associated with such events. The Council further recognizes that the additional numbers of persons and their use of the vended goods and services generate additional garbage and rubbish and necessitate the provision of temporary sanitation services not normally required by the citizens of Laconia. The Council, therefore, finds that it is necessary to levy and collect a reasonable charge to defray the City's costs in collecting and disposing of additional garbage and rubbish and in providing temporary sanitation services within the City during the annual motorcycle week event and other special events.
There is hereby established a sanitation fee unit, and this unit shall have a value of $70. Each vendor shall have the obligation to pay to the City of Laconia the value of one or more sanitation fee units, for each and every location in which they locate, according to the following schedule:

Sale of any kind of food and/or beverage

Sale of T-shirts, clothing, curios or crafts

Sale of any kind of service or activity

Any other activity, service (i.e., tattooing), musical show or demonstration not included in 1 of the above categories.
The foregoing charges shall be assessed to and paid by the vendor. The charges shall be due and payable whether or not a vendor is or is not for profit.
The City of Laconia shall have no responsibility for and shall not be a party to any agreement between any vendor and a private property owner.
Nothing in this article shall relieve any property owner or any vendor from the general obligation to comply with other City ordinances and such state or local health and safety laws as may apply.
A. 
The City Clerk shall have the responsibility to issue permits and to collect these fees on behalf of the City.
B. 
The Police Department shall be responsible to enforce the provisions of this article.
