The City of Milford hereby establishes a Veterans, Ceremony and Parade
Commission (hereinafter the "Commission") consisting of seven members
as set forth below. The members shall be appointed by the Mayor with
the consent of a majority of the members of the Board of Aldermen
who are present and voting. The members of the Commission shall serve
terms of three years, except that of the initially appointed members:
Four members, one each from the four federally chartered veterans
organizations in Milford, namely, Veterans of Foreign Wars (VFW),
American Legion, Disabled American Veterans (DAV), and Vietnam Veterans
of America (VVA):
One member from an established patriotic or civic organization, such
as, but not limited to, Daughters of the American Revolution (DAR),
Milford Volunteers Ancient Fife and Drum Corps., etc., with an initial
term to expire December 31, 2013.
The members of the Commission shall elect a Chairperson who shall
preside at meetings of the Commission and a Vice Chairperson to preside
in the absence of the Chairperson. Four members shall constitute a
quorum. A majority vote of the Commission shall be required for action
of the Commission. The Chairperson or any four members may call a
meeting of the Commission.
Any member of the Commission may be removed for cause upon recommendation
of the Mayor and by a majority vote of the Board of Aldermen present
and voting.
The duties and responsibilities of the currently constituted Milford
Association of Patriotic Organizations and Fowler Memorial Commission
shall be transferred to the Commission and, upon a reasonable transition
period, not to exceed a period of six months from the date of adoption
of this division, the said Milford Association of Patriotic Organizations
and Fowler Memorial Commission shall be disbanded. Those duties and
responsibilities of the Commission shall be as follows:
Plan, coordinate, and carry out City-wide parades and other patriotic
ceremonies for holidays, such as, but not limited to, Memorial Day,
Independence Day, Veterans Day, and other commemorations as may be
deemed appropriate by the Commission;
Have general oversight of the building known as the "Fowler Memorial
Building" in consultation and coordination with the Mayor and Public
Works Director, whose department will have responsibility for the
general maintenance and upkeep of the building, with the following
parameters:
Any federally chartered veterans organization shall have the right
to have quarters in said building, upon such conditions and regulations
as the Commission shall prescribe.
The Commission shall have the right to allow use of said building
or any part thereof, by other parties, provided that said use does
not interfere or conflict with the rights of the quartered veterans
organizations.
Work with the City in developing state, federal and private grant
opportunities for the advancement of the duties and responsibilities
of the Commission; and
Any other duties and responsibilities as assigned by the Mayor.
The Board of Aldermen of the City of Milford is authorized to
appropriate such funds as it deems necessary for the expenses of the
Commission and its activities in accordance with the normal budgetary
process.
