This Legislature hereby offers a reward of $1,000 to any person who provides information, on or after the effective date of this article, which shall lead to the detection, arrest and conviction of a person or persons guilty of a felony or misdemeanor arising out of any motive or intent relating to, or any antipathy, animosity or hostility based upon, the race, color, gender, religion, national origin, age, ancestry, sexual orientation, disability, handicap or health-related condition of another individual or group of individuals, including but not limited to Article 485 and § 240.31 of the New York Penal Law.
There is no time limitation for the offer of such a reward, and the reward shall apply to any crime as described above that may be investigated on or after the effective date of this article.
No police officer, peace officer or any other law enforcement officer or official shall be entitled, either directly or indirectly, to collect any such reward.
