On or before December 31, 1982, the Mayor shall submit to the
Council, for approval by resolution, a comprehensive personnel system
to complement and supplement the civil service system and union agreements.
The system shall include uniform rules for any and all of the following,
and related matters:
A. Position classification determination and adjustment.
B. Pay plan determination and revision.
C. Employee selection, appointment, evaluation and discipline.
D. Lease and other fringe benefits.
E. Employee training and education.
Once adopted, the regulations may be revised by resolution.
The Mayor shall present any proposed changes to the Council at a regular
meeting. The Council shall approve or reject them at the next regular
meeting. The Council's failure to act within the prescribed time shall
constitute approval as submitted.
