Individuals who utilize certain electronic or motorized bicycles or scooters to perform commercial deliveries or pickups within the City of Hoboken must be registered and receive a license from the City of Hoboken.
A. 
Applicants who wish to perform commercial deliveries utilizing an electronic or motorized bicycle or scooter within the City of Hoboken must register and receive a license from the City's Department of Transportation and Parking/HPU. This does not apply to any vehicles that are required to be licensed and/or registered with New Jersey Motor Vehicles Commission,
B. 
Applicants must fill out an application with the Department of Transportation and Parking/HPU. Applications will include contact information as well as a list of businesses the applicant is providing commercial delivery services for.
C. 
Applicants must pay a $5 licensing fee.
D. 
After the application is submitted:
(1) 
HPU will provide applicants with information materials which include the local law and policies relevant to the safe operation of electric and motorized bicycles and scooters used for commercial delivery in Hoboken.
(2) 
Applicants will take a short test of five to ten questions to confirm understanding of these laws and policies in the materials provided. This test will be taken in person at the Hoboken Parking Utility and will be offered in English and Spanish and other languages if requested. Literacy assistance will be allowed and offered if requested. After passing the test with 80% or higher correct answers, the applicant will sign Hoboken's Vision Zero pledge.
E. 
If an applicant completes the application, passes the test, pays the licensing fee, and signs the Vision Zero pledge, they will receive a numbered, high-visibility yellow bib and an official license from the City.
F. 
Licenses will be valid for a period of two years from issuance and must be renewed with the Department of Transportation and Parking/HPU.
E-delivery licensees must wear their assigned, high-visibility bib and carry their license on their person at all times when picking up and making deliveries in Hoboken.
This article shall be administered by the Director of the Department of Transportation and Parking/HPU (the "Director"), or his/her designee. The Director may make such administrative policies and procedures as necessary to effectuate the intent and purpose of the herein article, including preparing the application form and renewal form, and creating the informational handout and test for applicants in coordination with the Hoboken Police Department.
This article shall be enforced by the Parking Enforcement Officers in the Department of Transportation and Parking/HPU and by the Hoboken Police Department.
Violations of this article shall be enforced by the Department of Transportation and Parking/HPU and adjudicated by the Municipal Court of the City of Hoboken.
A. 
Monetary penalties shall be, in accordance with N.J.S.A. 40:49-5, $50 per offense.
B. 
If a commercial e-delivery driver accrues three offenses, notice will be provided to the originating delivery company.
C. 
The City of Hoboken reserves the right to revoke any license for violations and/or non-compliance with this article.
