There is hereby created and established the City of Hoboken a Youth Advisory Commission.
The purpose of the Youth Advisory Commission ("YAC") is to establish a working relationship and enhance communication between the government of the City of Hoboken and the youth of Hoboken, via projects, programs, and initiatives ("initiatives") between the Youth Advisory Commission, the City Council, and the City Administration. Specifically, such initiatives should focus on how the City communicates and receives feedback from Hoboken's youth, transportation and mobility issues specific to Hoboken's youth, recreation, public safety, socioeconomic challenges (including employment), diversity and inclusion, and service and volunteer opportunities.
A. 
Members shall serve for a term from October through June of the school year.
B. 
Applications shall be made available and submitted through the Clerk's office and include the following information (to the extent available):
(1) 
Personal statement (three to four sentences);
(2) 
GPA;
(3) 
Leadership activities;
(4) 
Volunteer activities;
(5) 
Recommendation letters (not required);
(6) 
Whether the individual has served or applied for the YAC in previous years.
C. 
Applications shall be due by the conclusion of the first full week in September.
D. 
Members must be Hoboken residents, in grades 8 through 12, and in good academic standing.
E. 
There shall be a maximum of 24 youth participants. If more than 24 applicants, the following selection criteria should apply:
(1) 
At least one participant per ward, and then;
(2) 
At the discretion of the YAC Administrator based on review of the merits in each application.
A. 
The YAC shall be overseen by a member of the Hoboken City Council ("YAC Administrator"), who shall be appointed by the City Council at the annual reorganization meeting.
B. 
There shall also be one adult member, who shall be selected by the YAC Administrator. The adult member shall also submit an application through the Clerk's office, due the first full week of September. The application shall include a statement of interest, all relevant experience working with youth, and any other relevant qualifications or information.
There shall be both a Chairperson and a Vice Chairperson of the Youth Advisory Commission, to be elected by its members at the initial meeting of the year.
The Youth Advisory Commission shall meet at least once a month at a designated time and place, and additionally as required.
