The administrative functions, powers and duties of municipal government, except such as are by the Charter or general law reserved to the Township Council, shall be allocated as follows:
A. 
Among and within the following departments:
(1) 
Office of the Municipal Manager.
(2) 
Office of the Clerk.
(3) 
Legal Department.
(4) 
Municipal Court.
(5) 
Department of Police.
(6) 
Department of Health.
(7) 
Department of Finance.
(8) 
Department of Public Works.
(9) 
Department of Code Enforcement.
(10) 
Department of Tax Collection.
(11) 
Department of Tax Assessment.
B. 
Among and within the following boards, commissions, agencies and instrumentalities which are not allocated or assigned to a department:
(1) 
Environmental Commission.
(2) 
Land Use Planning Board.
(3) 
Emergency Management Council.
(4) 
Local Assistance Board.
(5) 
Economic Development Advisory Board.
(6) 
Recreation Advisory Committee.
(7) 
Historic Preservation Commission.
(8) 
Such commissions and advisory boards as the Council may from time to time create.
