A. Establishment and appointment.
(1) There is hereby established the Office of Tax Assessor within the
Office of Tax Assessment, the head of which office shall be the Tax
Assessor, who shall be appointed by the Township Manager for a term
of four years from July 1 next following the appointment, and who
shall hereafter be certified for appointment pursuant to N.J.S.A.
40A:9-146.
(2) The Office of Tax Assessor shall be subject to such general administrative
procedures and requirements as are the other departments of the Township,
including, but not limited to, the preparation and submission of an
annual budget and of such periodic budget reports as are generally
required of departments, and such accounting controls, central purchasing
practices, personnel procedures and regulations and central data processing
services as are generally required of departments.
B. Qualifications. To be appointed as the Tax Assessor for the Township,
a person must hold a certified tax assessor's certificate from the
State of New Jersey. An eligible appointee shall also have a bachelor's
degree from an accredited college or university or have a minimum
of five years' experience in a Municipal Tax Assessor's office and
shall have all other qualifications required by applicable law.
C. Compensation. The salary of the Tax Assessor shall be as provided
for in the Salary Ordinance of the Township for the number of weekly
hours prescribed by the Township Manager pursuant to N.J.S.A. 40A:9-146.
D. Duties. Under the supervision of the Tax Assessor, the Office of
the Tax Assessor shall:
(1) Perform all functions, powers and duties of a Tax Assessor, as required
by law.
(2) Make assessments for local improvements and taxation purposes and
for said purposes, exercise the powers and duties as prescribed by
law.
(3) Maintain adequate assessment records of each separate parcel of real
property, exempt and nonexempt, in the Township.
(4) Maintain a current Tax Map of the Township as a prescribed record,
and cause to be recorded thereon all changes of ownership or character
of real property assessed, employing for this function the services
of other departments or officers of the Township.
(5) Provide any and all services required by the Township in the course
of any appeal of a tax assessment.
