All dogs within the City of Amsterdam, four months of age or older, unless otherwise exempted shall be licensed. The owner of each dog required to be licensed shall obtain, complete and return to the City Clerk a dog license application together with the license application fee, any applicable license surcharges and any such additional fees as may be established by the City of Amsterdam. Each license application shall be accompanied by proof that the dog has been vaccinated against rabies or a statement from a licensed veterinarian that such vaccination would endanger the dog's life, in which case the vaccination shall not be required. Each license issued shall be valid for a period of one to three years dependent on the date of expiration of the rabies vaccination and shall not be transferable or refundable.
A. 
The City of Amsterdam hereby establishes the annual fee for a dog license issued pursuant to § 73-21 at $8 to which amount shall be added $6 if the dog is not spayed or neutered.

B. 
Exempt from payment of the license fee are applications for any guide, hearing, service, war, working search, detection, police and therapy dogs.
C. 
In addition to the license fee established by § 73-22A of this chapter, each applicant for a dog license shall pay a surcharge of $1 if the dog is altered and $3 if the dog is unaltered.
D. 
In addition to the license fee established by § 73-22A of this chapter, each applicant for a dog license shall pay a surcharge of $1 which shall be retained by the City of Amsterdam and used to defray the cost of an enumeration of dogs living within the City of Amsterdam and the cost of providing replacement identification tags.
E. 
An applicant desiring a purebred license shall pay a surcharge of $30.
F. 
A late fee of $15 per dog shall be assessed for each renewal over 30 days in arrears.

The owner of any dog impounded by the City of Amsterdam shall be entitled to redeem the dog within five business days, excluding the day the dog is impounded, from the day the dog is impounded, provided the owner produces proof that the dog is licensed and identified and pays a fee of $15 for the first impoundment; a fee of $50 for the first 24 hours of a second impoundment and a fee of $20 for each additional twenty-four-hour period; a fee of $75 for the first 24 hours of a third and a fee of $20 for each additional twenty-four-hour period. Each additional violation thereafter shall increase by $25 for the first twenty-four-hour period and $25 for each additional twenty-four-hour period.
Any person violating any provision of this article may, upon conviction, be punished by a fine of not more than $250, imprisonment for not more than 15 days, or both such fine and imprisonment. Said penalties are in addition to any impoundment fee required to redeem a dog as herein provided.
