This Article 5 establishes the minimum regulations governing the safeguarding of life and property from the hazards of fire and explosion arising from the storage, handling and use of hazardous substances, materials and devices, from conditions hazardous to life or property in the use or occupancy of buildings or premises; and sets forth guidelines on the installation, location, performance, inspection, testing, and maintenance of fire alarm systems, supervising station alarm systems, public emergency alarm reporting systems, fire warning equipment and emergency communications systems, and their components.
The International Code Council, Inc., 2015 edition of the International Fire Code is hereby adopted by reference as the fire code for the Village and is hereby made a part of this Article 5 with the same force and effect as if fully set forth herein, except, however, those exceptions, insertions and additions described in Section 14-5-3 of this Code.
The following items are the additions, insertions and changes to the International Fire Code:
Section 101.1 Title.
Delete all and insert "These regulations shall be known as the Fire Code of the Village of Lincolnwood hereinafter referred to as 'this code.' The Village of Lincolnwood shall be inferred whenever the term 'Village' is used in this code."
Add (new section) 105.4.2.2 Hydraulically calculated automatic fire sprinkler system areas.
Insert "For each hydraulically calculated automatic fire sprinkler system area identified, on submitted shop drawings, provide a copy of the hydraulic nameplate."
Add (new section) 106.5 Recovery of third party fees.
Insert "The Village may recover all third-party vendor and consultant fees incurred by the Village for fire plan review and fire inspection. Said costs may be added to the permit fees or collected prior to the issuance of a certificate of occupancy."
Section 109 Board of Appeals.
Delete in its entirety and insert new section title 109 Appeals.
Add (new section) 109.1 General.
Insert lines (A, 1 through 3, B and C) as follows:
"A.
Any person shall have the right to appeal a decision of the Building Official to the Village Manager. A letter for appeal shall be based on a claim for one of the following three reasons:
"1.
That the true intent of this code or the rules legally adopted thereunder have been incorrectly interpreted; or
"2.
The provisions of this code do not fully apply; or
"3.
An equivalent or better method of construction is proposed.
"B.
All appeals shall be filed within thirty days of the decision of the Building Official.
"C.
The Village Manager shall affirm, modify, or reverse the decision of the Building Official."
Section 110.4 Violation penalties.
Delete all and insert "Any person who violates a provision of this code or fails to comply with any of the requirements thereof or who erects, constructs, alters, repairs or does work in violation of the approved construction documents or directive of the Fire Code Official, or of a permit or certificate issued under the provisions of this code, shall be subject to penalties as prescribed by law or as set forth in the Village's Annual Fee Resolution."[1]
Section 112.4 Failure to comply.
Delete all and insert "Any person who shall continue any work after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to either penalties as prescribed by law or as set forth in the Village's Annual Fee Resolution."
Section 202 Definitions. Fire Area.
Delete all and insert "The aggregate floor area bounded by the exterior walls of a building or structure, regardless of fire walls, fire barriers or fire-resistance-rated horizontal assemblies."
Section 507.5.1 Where required.
Delete all and insert "Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 300 feet from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be provided where required by the fire code official."
Section 507.5.1.1 Hydrant for standpipe system.
Delete in its entirety and insert new section title "507.5.1.1 Hydrant for sprinkler or standpipe systems."
Add (new section) 507.5.1.1 Hydrant for sprinkler or standpipe systems.
Insert "Buildings equipped with a sprinkler or standpipe system installed in accordance with Section 905 shall have a fire hydrant within 100 feet of the Fire Department connection."
Add (new section) 507.5.1.2 Fire Hydrant Locations and Distribution.
Insert "Appendix C of the 2015 International Fire Code is adopted in full and shall be made a part of this Code."
Add (new section) 901.6.4 Inspection and maintenance reports.
Insert "All inspection and maintenance reports shall be forwarded annually to the Lincolnwood Fire Department using the Department's third party inspection report service. Any company or agent doing inspection and maintenance of fire protection systems shall be required to register with the third party inspection report service, as well as all buildings that have fire protection systems installed."
Section 903.2.1.1 Group A-1.1.
Delete and insert "1. A Group A-1 fire area exceeds 5,000 square feet."
Section 903.2.1.3 Group A-3. 1.
Delete and insert "1. A Group A-3 fire area exceeds 5,000 square feet."
Section 903.2.1.4 Group A-4. 1.
Delete and insert "1. A Group A-4 fire area exceeds 5,000 square feet."
Add (new section) 903.2.2.1 Group B.
Insert "An automatic sprinkler system shall be provided throughout all buildings containing a Group B fire area exceeding 5,000 square feet."
Section 903.2.3 Group E. 1.
Delete and insert "1. A Group E fire area exceeds 5,000 square feet."
Section 903.2.4 Group F-1.
Delete in its entirety and add (new section) 903.2.4 Group F-1, F-2.
Section 903.2.4 Group F-1, F-2.
Insert "An automatic sprinkler system shall be provided throughout all buildings containing a Group F-1 or F-2 occupancy where one of the following conditions exists:
"1.
A Group F-1 or F-2 fire area exceeds 5,000 square feet.
"2.
A Group F-1 or F-2 fire area is located more than three stories above grade plane.
"3.
The combined area of all Group F-1 or F-2 fire areas on all floors, including any mezzanines, exceeds 10,000 square feet.
"4.
A Group F-1 or F-2 occupancy used for the manufacture of upholstered furniture or mattresses exceeds 2,500 square feet."
Add (new section) 903.2.4.2 Group F "Spec" buildings.
Insert "All 'spec' buildings with a Group F use having a ceiling or roof height of 25 feet or greater shall be protected with an ESFR fire sprinkler system or a hydraulically calculated fire sprinkler system for Class IV commodities with rack storage calculated to the greatest storage height."
Section 903.2.7 Group M. 1.
Delete and insert "1. A Group M fire area exceeds 5,000 square feet."
Section 903.2.9 Group S-1.
Delete in its entirety and add (new section) 903.2.9 Group S-1, S-2.
Section 903.2.9 Group S-1, S-2.
Insert "An automatic sprinkler system shall be provided throughout all buildings containing a Group S-1 or S-2 occupancy where one of the following conditions exists:
"1.
A Group S-1 or S-2 fire area exceeds 5,000 square feet.
"2.
A Group S-1 or S-2 fire area is located more than three stories above grade plane.
"3.
The combined area of all Group S-1 or S-2 fire areas on all floors, including any mezzanines, exceeds 10,000 square feet.
"4.
A Group S-1 fire area used for the storage of commercial motor vehicles where the fire area exceeds 5,000 square feet.
"5.
A Group S-1 or S-2 occupancy used for the storage of upholstered furniture or mattresses exceeds 2,500 square feet.
"6.
A Group S-2 occupancy where there is an enclosed parking garage located beneath other groups except Group R-3 occupancies."
Add (new section) 903.2.9.3 Group S "Spec" buildings.
Insert "All 'spec' buildings with a Group S use having a ceiling or roof height of 25 feet or greater shall be protected with an ESFR fire sprinkler system or a hydraulically calculated fire sprinkler system for Class IV commodities with rack storage calculated to the greatest storage height."
Section 903.2.10 Group S-2 Enclosed parking garages.
Delete in its entirety.
Section 903.3.5 Water supplies.
Delete all and insert "Water supplies for automatic sprinkler systems shall comply with this section and the standards referenced in Section 903.3.1. The potable water supply shall be protected against backflow in accordance with the requirements of this section and the International Plumbing Code. For connections to public waterworks systems, the water supply test used for design of fire protection systems shall be adjusted to account for seasonal and daily pressure fluctuations based on information from the water supply authority and as approved by the fire code official. Hydrant water flow data used for the design of any fire sprinkler system shall not be more than one year old."
Section 903.3.5.2. Residential combination services.
Delete all and add (new section) 903.3.5.2 Domestic water separation.
903.3.5.2 Domestic water separation.
Insert "The domestic water service shall be separated from the fire service in accordance with the Illinois Plumbing Code, most current edition."
Add (new section) 903.3.5.3 Design safety factor.
Insert "The design of the fire sprinkler system shall provide a minimum five psi safety factor in the fire protection system hydraulic calculation. The system demand shall be minimum five psi below the seasonal low water flow test supply."
Section 903.3.8.5 Calculations.
Delete all and insert "Provide a minimum 10% but not less than 5 psi minimum safety factor in the fire protection system hydraulic calculation. The system demand shall be 5 psi minimum below the seasonal low water flow test supply."
Section 903.4 Sprinkler system supervision and alarms.
Delete all and insert "Valves controlling the water supply for automatic sprinkler systems, pumps, tanks, water levels and temperatures, critical air pressures and water flow switches on all sprinkler systems shall be electrically supervised by a fire alarm system."
Section 903.4.1 Monitoring.
Delete all and insert "Alarm, supervisory and trouble signals shall be distinctly different and shall be automatically transmitted to the Fire Department's communication center, via communication method(s) approved by the Fire Code Official."
Add (new section) 903.4.2.1 Outside alarm indicators.
Insert "For commercial properties and residential buildings with a Fire Department connection a weatherproof clear 75 cd audio/visual device shall be mounted on the outside of a building or structure over the location of the Fire Department connection in the immediate area of the sprinkler system bell. The weatherproof clear 75 cd audio/visual device shall activate on all alarms. The sprinkler system bell shall activate on water flow only."
Add (new section) 903.4.2.2 Interior appliances, audible and visible alarms.
Insert "Interior appliances, interior audible and visible alarms supervised by a fire alarm system shall be provided in accordance with Section 90."
Add (new section) 903.4.2.3 Inspector test valves.
Insert "Fire sprinkler system inspector test valves shall be accessible at all times and shall be located no more than six feet zero inches above the finished floor. For sprinkler systems with multiple risers, each inspector test valve shall be marked for the riser and area it serves."
Section 903.4.3 Floor control valves.
Delete all and insert "Indicating control valves and water flow switches shall be provided at the point of connection to the riser on each floor in multiple-story buildings."
Add (new section) 903.4.4 Automatic sprinklers.
Insert "When a building has numerous rooms protected by the zoned sprinkler system, the Fire Department may require additional smoke detectors for a more rapid means to identify the location of smoke or fire."
Add (new section) 903.6 Outside access door.
Insert "Provide an outside access door, no less than 36 inches in width and six feet eight inches in height, at all fire sprinkler riser valve rooms and fire pump rooms."
Add (new section) 903.7 Sprinkler valve room.
Insert "All fire sprinkler main risers and valves shall be enclosed within a room constructed with minimum one-hour fire barriers. Said room shall be sized to maintain all required clearances to maintain, repair and operate the system and all valves, and shall be sized to maintain all required door clearances."
Add (new section) 903.8 Fire hydrants.
Insert "Fire hydrants shall be provided around the perimeter of a building in no more than three-hundred-foot increments, and at least one fire hydrant shall be located within 100 feet of the Fire Department connection on the fire protection water supply to the building."
Add (new section) 903.9 Fire flow requirements.
Insert "Appendix B of the 2015 International Fire Code is adopted in full and shall be made a part of this code."
Add (new section) 903.13 NFPA standards.
Insert "Whenever NFPA standards are listed or referenced within this code, that entire list of NFPA standards, hereby adopted as Appendix A, to this Article 5 shall be considered a part of this code."[2]
Section 905.3.1 Height.
Delete all and insert "Class III standpipe systems shall be installed throughout buildings where more than two stories in height, or more than two stories below grade."
Add (new section) 905.3.9 Warehouse storage areas.
Insert "In all warehouse storage areas exceeding 20,000 square feet, and where storage exceeds 12 feet in height, inside two-and-one-half-inch fire hose valves with a one-and-one-half-inch reducer shall be provided to a one-and-one-half-inch connection. Said valves shall be located at each entrance door to the warehouse and/or storage area. Additional two-and-one-half-inch fire hose valves shall be provided such that no portion of the warehouse and/or storage area is more than 120 feet of maximum travel distance to a fire hose valve. The location of all obstructions and racking shall be clearly identified on the permit drawings."
Add (new section) 905.3.9.1 Fire hose valve system.
Insert lines (A, 1 through 3) as follows:
"A.
The fire hose valve system piping shall:
"1.
Be a separate riser piping system;
"2.
Be supplied by a minimum four-inch supply pipe with two-and-one-half-inch drops to each two-and-one-half-inch valve; and
"3.
Where system pressures exceed 100 psi, provide Potter reduced pressure field adjustable type valves."
Add (new section) 907.1.4 Addressable fire alarm systems.
Insert "All fire alarm systems shall be of the addressable type."
Section 907.2 Where required - New buildings and structures.
Delete all, including Exceptions, and insert "A fire alarm system utilizing automatic fire detectors and manual fire alarm devices shall be provided throughout all buildings and structures not provided with an automatic sprinkler system complying with NFPA 13 or NFPA 13R."

A fire alarm system shall annunciate at the fire alarm control unit and shall initiate occupant notification upon activation, in accordance with Sections 907.5.1 through 907.5.2.3.4. Where a fire alarm system is required by another section of this code, it shall be activated by: The activation of any of the following devices shall result in occupant notification:
"1.
Automatic fire detectors.
"2.
Automatic sprinkler system water flow devices.
"3.
Manual fire alarm boxes.

In the event of a conflict between or among the International Fire Code as adopted pursuant to Section 14-5-2 of this article and NFPA 72 as amended Chapter 80 Reference Standards NFPA, of this article, the provisions that provide the greatest protection from the hazards of fire, as determined by the Fire Chief, shall control.
