Vehicles with a maximum gross vehicle weight in excess of 15 tons are hereby excluded from all highways within this Village without the written consent of the Village of Hillburn being obtained and a bond being posted with said Village to indemnify it against the cost of repairing any damage done to said roads by such vehicle. This section shall not apply to state highways.
No vehicle of any kind or description shall be permitted to operate across the Fourth Street Bridge over the Ramapo River in Hillburn having a maximum gross vehicle weight in excess of 10 tons.
A. 
Vehicles with a maximum gross vehicle weight in excess of five tons are hereby excluded from the following highways in the Village:
(1) 
Fourth Street.
(2) 
Sixth Street.
(3) 
Suffern Road.
(4) 
Terrace Avenue.
B. 
This section shall not apply to vehicles making delivery to or pickups from dwellings or businesses within the Village or omnibuses on regularly scheduled routes.
The regulations established in this article shall not be applied in the following cases:
A. 
Vehicles owned and operated by the Village Department of Public Works or other municipally owned or operated vehicles.
B. 
Emergency vehicles.
C. 
Omnibuses which are on regularly scheduled routes.
D. 
Vehicles delivering or picking up merchandise or other property along the highways from which such vehicles and combinations are otherwise excluded.
For the purposes of this article, the following terms shall have the meanings indicated:
MAXIMUM GROSS VEHICLE WEIGHT
As defined in § 122-a of the New York State Vehicle and Traffic Law, as amended from time to time. The "maximum gross vehicle weight" as shown on the registration of the vehicle as issued by the Commissioner of Motor Vehicles of this state or any other state shall be prima facie evidence of the same.
