The purpose of this article is to promote and protect the public
health, welfare and safety by regulating existing and proposed outdoor
advertising, outdoor advertising signs and outdoor signs of all types.
It is intended to protect property values, create a more attractive
economic and business climate, enhance and protect the physical appearance
of the community, preserve the scenic and natural beauty of designated
areas, and provide a more enjoyable and pleasing community. It is
further intended hereby to reduce sign or advertising distractions
and obstructions that may contribute to traffic accidents, reduce
hazards that may be caused by signs overhanging or projecting over
public rights-of-way, provide more open space, and curb the deterioration
of natural beauty and community environment.

This article by its terms applies to all signs within the city
excepting those signs erected and maintained in the neighborhood development
area of the urban renewal plan for the city.

The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
SIGN
Any device for visual communication that is used for the
purpose of bringing the subject thereof to the attention of the public.
SIGN, ADVERTISING
A sign which directs attention to a business commodity, service
or entertainment conducted, sold or offered elsewhere than on the
same lot. This shall include billboards.
SIGN, BUSINESS
A sign which directs attention to a business or profession
conducted or to products sold upon the same lot. A "For Sale" sign
relating to the lot on which it is displayed should be deemed a business
sign.
ZONING DISTRICTS
The terms R-9 residential, R-4 residential, R-C commercial,
B-1 business, B-2 business, I industrial, and CR commercial recreational.
All references to zoning districts are defined as those terms which
are defined and used pursuant to the zoning ordinance of the city
as it may from time to time be amended or modified.

Billboards shall be permitted by special use permit only and
shall be permitted only in industrial districts. Off-premises advertising
signs shall be permitted by special use permit only and shall be permitted
in B-1, B-2, and industrial districts only. Such special use permit
shall be defined in and be issued as provided by the zoning ordinance.
