The Board of Trustees is empowered to promulgate and establish
by resolution rules and regulations implementing the mandatory separation
of recyclables established by this article.
Waste receptacles for recycled materials may be furnished to
each property owner by the village. Said receptacles are and shall
remain the property of the village and shall be used exclusively for
recyclable materials and be maintained in good condition by the property
owner. If a waste receptacle is damaged to such a degree that, in
the opinion of the Village Department of Public Works, it is no longer
usable; the property owner shall replace the waste receptacle with
a receptacle conforming to village specifications at his own cost
and expense. In the event that the property owner fails to replace
the receptacle within one week of notification from the village to
do so, the village shall replace the receptacle. The village shall
bill the property owner for the cost thereof, and such cost, if unpaid,
shall become a lien on the property and may be collected in the same
manner as other real property taxes.
