The office of Director of Finance and Human Resources is hereby created.

The Township Commissioners shall select a Director of Finance and Human Resources, who shall serve until the first Monday in January of the next even-numbered year, or until his successor is selected.

The Director of Finance and Human Resources shall be paid such salary or compensation in such manner as the Township Commissioners shall from time to time prescribe.

The Director of Finance and Human Resources shall, subject to the direction and control of the Manager, oversee the finances of the Township and act as personnel director for the Township. Specifically, the Director of Finance and Human Resources shall:
A. 
Assist the Manager in preparation of the annual budget and submittal thereof to the Board of Commissioners.
B. 
Be responsible for the prompt and efficient payment of the bills and expenses of the Township, including payroll.
C. 
Be in charge of the purchasing of equipment and supplies for the Township.
D. 
Establish procedures for and oversee the resolution of employee complaints.
E. 
Participate in the negotiation of labor contracts.
F. 
Oversee compliance with any and all federal and state labor statutes and regulations.
G. 
Enforce all Township rules and regulations relating to its nonuniform employees.
