1. 
From the effective date of this Part 2, it shall be unlawful and constitute a public nuisance for anyone to so grade land in West Norriton Township as to permit rocks, stones, gravel, sand, dirt, mud and surface trash and refuse to be washed upon the streets, highways and sidewalks in West Norriton Township.
2. 
From the effective date of this Part 2, it shall be unlawful and constitute a public nuisance for anyone by artificial means to direct the flow of water from land or buildings in West Norriton Township upon the streets, highways and sidewalks in said Township whereby hazards are created by freezing and flooding and damage is created by the undermining of said streets, highways and sidewalks.
3. 
From the effective date of this Part 2, it shall be unlawful and constitute a public nuisance for anyone by any unauthorized means to create obstructions or nuisances in the streets, highways and sidewalks in West Norriton Township.
4. 
It shall be unlawful and shall constitute a public nuisance for anyone to throw, shovel or plow snow into or upon any streets or highways in West Norriton Township with the intent of allowing such snow to remain on such roads and highways.

Anyone violating any of the provisions of this Part 2 shall forfeit and pay a fine of not more than $600 to West Norriton Township, the same to be collected by a proceeding before a District Justice in said Township or recovered the same as debts of like amount are now by law recoverable, and, in default of payment of said fine and costs, shall be liable to imprisonment of not more than 30 days in the Montgomery County Prison; and wherever a violator shall have been notified by the authorities of West Norriton Township or by service of summons or prosecution, or in any other way, that such violator has committed such violation, each day that such violator shall continue in such violation shall constitute a separate offense punishable by a like fine or penalty.

1. 
If the violator fails, neglects or refuses to abate said public nuisance immediately upon notice so to do, the Commissioners of West Norriton Township, their agents or employees may abate the same.
2. 
The cost of such abatement, together with a penalty of 10% of such cost, shall be paid by said violator and, if said violator is the owner of the land which is the source of the violation, shall be lien upon said land and collected in the manner provided by law for the collection of municipal claims or by action of assumpsit without the filing of a claim, or said Township may seek relief by a complaint in equity.
