A preliminary plan of a subdivision may be submitted by the
applicant for discussion and approval by the Board. The submission
of such a preliminary plan will enable the subdivider, the Board,
other municipal agencies and owners of property abutting the subdivision
to discuss and clarify the problems of such subdivision before a definitive
plan is prepared. Therefore, it is strongly recommended that a preliminary
plan be filed in every case.
Application for review of a preliminary plan shall be substantially
in the form of Form B attached to these rules and regulations, together with the plan and 10 copies thereof, and copies
of the applicable Registry of Deeds books and pages and Assessors'
plans and lot numbers. The Registry of Deeds and Assessors' information
shall be stamped and signed with the original signatures by the corresponding
offices for verification and submitted with the application. An 11th
copy shall be filed with the Board of Health.
The preliminary plan may be drawn on tracing paper with pencil
at a scale of one foot equals 40 feet. The plan and two full-size
prints shall be submitted to the Planning Board and one print to the
Board of Health. Said plan shall be identified as a preliminary plan
and show all the information described under the definition of the
preliminary plan so as to form a clear basis for discussion of its
problems and for preparation of the definitive plan. In addition to
those items included in the definition of a preliminary plan, it is
requested, but not required that the following be submitted:
A. A locus plan of the subdivision, showing its relation to the surrounding
area, at a scale of one inch equals 800 inches;
B. In the case of a subdivision covering less than all of the land owned
by the applicant in the area of the subdivision, a plan showing in
a general manner the proposed overall development of all said land;
C. A fee as set forth in the Planning Board Fee Schedule (see
Appendix N: Form N, included at the end of this chapter) will be paid at the time of the applicant's submittal.

During discussion of the preliminary plan the complete information
required for the definitive plan and the financial arrangements will
be developed.
Within 45 days after submission of a preliminary plan, the Board
shall notify the applicant and the Town Clerk either that the plan
has been approved or approved with modifications, or the plan has
been disapproved, and in the case of disapproval the Board shall state
in detail its reasons therefor.
