A. 
All public hearings held pursuant to § 13 of the Village Home Rule Law of the State of New York[1] shall be held on public notice of at least five days, and said public notice shall be a single publication in the official newspaper of the Village.

B. 
The public notice shall state the time and place within the Village limits that said hearing shall be held and shall contain a brief statement of the nature of said local law.
