A. 
Bulk trash shall be collected once per month as designated by the Borough. Residents are required to call the Borough Hall prior to the scheduled collection date to be placed on the collection list. Bulk stops not on the list may not be collected and the responsible resident and or property owner will be required to remove the bulk item or items from the curbside area to an acceptable area approved by the Code Official until the next scheduled collection date.
B. 
The placement of bulk trash at the curbside area shall not be earlier than 24 hours prior to the scheduled collection day and no later than 6:00 a.m. the day of the collection. Any residue trash left at the curbside after collection shall be cleaned up by the resident and or property owner no later than 7:30 p.m. the day of collection.
C. 
Bulk waste must be placed outside in a neat and orderly manner that facilitates safe collection by the work crew.
D. 
Bulk trash shall not be placed under overhead wires, low tree branches, on top of storm drains or within five feet of mail boxes, utility poles, fire hydrants or other obstacles.
The Borough will collect no more than 10 cubic yards of bulk trash from any one scheduled stop on bulk collection day. Ten cubic yards is approximately six feet high by four feet wide by 12 feet long. If the total bulk trash pile exceeds this amount, the entire pile will not be collected, it will be tagged as nonconforming and reported to the Code Compliance Department for corrective action.
A. 
Bulk trash not collected includes hazardous materials, paint, oil, tires, batteries, metal items, white goods, recyclables, auto parts, gas motors, pianos, pool tables, assembled play equipment, grass and yard debris, electronics, dirt, concrete, stones and rocks, food waste and the like. The Borough reserves the right not to collect an item if it determines the Borough cannot or should not dispose of the item.
B. 
All contractor jobs, either construction, remolding and/or demolition projects, must provide for their own bulk, solid waste and recycling containers/dumpsters and be responsible for removal and disposal costs. All homeowner projects (done by the homeowner) will be limited to the ten-cubic-yard limit. Required copy of permit/permits may be required prior to collection.
C. 
All residential cleanouts must provide for their own bulk, solid waste and recycling material containers/dumpsters and be responsible for removal and disposal cost.
D. 
All rental/leased residential property cleanouts must provide for their own bulk, solid waste and recycling material containers/dumpsters and be responsible for removal and disposal costs.
E. 
All commercial properties must provide and pay for their own bulk trash needs.
A. 
Violators will have a seventy-two-hour time period for compliance once warning is issued (48 hours for hazardous material). Those properties not in compliance will be issued a citation/summons from the court.
B. 
The imposition of the penalties herein (§ 276-26) prescribed shall not preclude the legal officer of the jurisdiction from instituting appropriate action to correct and abate the violation. All cost incurred by the jurisdiction to abate the violation shall be paid by the property owner. In the event the property owner fails to repay the jurisdiction, a property lien shall be place on the property.
C. 
Any person who shall violate a provision of this article, or fails to comply therewith, or with any of the requirements thereof, shall be prosecuted within the limits provided by the state or local law. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
