This chapter shall be known as the "West Mifflin Borough Manager Ordinance."
Ordinance Nos. 961, 965 and 975 are hereby repealed in their entirety.
There is hereby created in West Mifflin Borough the position of Borough Manager.
The Manager shall be appointed by Borough Council and shall serve at the pleasure of Council. The remuneration and benefits of the Manager shall be established by Council from time to time by resolution.
The Borough Manager shall not participate in the conduct of any political or election campaign.
The Borough Manager shall not hold any other employment for compensation, except as specifically authorized by Council.
The Borough Manager shall have the following duties:
The Borough Manager shall be the chief administrative officer of the Borough and shall be responsible to Council for the administration of all Borough affairs placed in the Manager's charge.
The Borough Manager shall direct and supervise administrative units, offices and agencies, except as otherwise provided by law.
The Borough Manager shall attend all Council meetings and shall have the duty to express his/her opinion on all matters coming before Council when requested, but shall have no vote.
The Borough Manager shall prepare and submit an annual budget and capital expenditure program to Council and the Mayor.
The Borough Manager shall submit monthly reports to Council on the finances and administrative activities of the Borough as of the end of the preceding month; these reports shall be made available to the public.
The Borough Manager shall prepare and submit such reports as Council may require concerning the operations of Borough departments, offices and agencies subject to the Manager's direction and supervision.
The Borough Manager shall keep Council and the Mayor fully advised of the financial condition and future needs of the Borough and make such recommendations to the Council concerning the affairs of the Borough as the Manager deems appropriate.
The Borough Manager shall monitor and record all payments, obligations and receipts of and due the Borough so that payments are timely made and are in accordance with the budget.
The Borough Manager shall be responsible to monitor all functions of the Borough to determine that such activities are carried out in conformance with the Borough Code and general municipal law.
The Borough Manager shall determine all needs and requirements of the Borough and from time to time shall submit to Council a request for such items and services needed by the Borough.
The Borough Manager shall serve as Secretary of the Borough, have all the functions and duties as are prescribed to a Borough Secretary in the Borough Code, and cause appropriate records to be made, preserved and certified, as required by law or other action of Council.
The Borough Manager shall attest the execution of all instruments of the Borough and shall record and preserve all ordinances enacted.
The Borough Manager shall further perform such other duties that may be required by Council.
