All owners, lessors and rental agents of land, real estate, leasehold interests, dwellings, apartments, mobile homes, stores, commercial establishments or industrial facilities offered for lease, hire or rental, or used, occupied or in the possession of persons or legal entities other than the owners thereof, shall, within 30 days after passage of this article, furnish the Borough Manager of West Mifflin Borough at the Municipal Building, 4733 Greensprings Avenue, West Mifflin, Pennsylvania 15122, with a complete written list of the names and addresses of the current lessees, occupants or possessors of the properties, ownership, and shall thereafter keep the said written lists current and up-to-date by furnishing the Borough Manager with supplemental written notices of all changes of occupancy or possession within 30 days after such change occurs. This article shall apply whether the use, occupancy or possession is on a landlord-tenant basis or merely by license, permission or a sufferance and shall include properties occupied by separate families related to the owners by blood or through marriage.
The Borough Manager shall make the information obtained under this article available to all officials and departments of the Borough having proper use or need for such information, including persons or firms designated to collect other municipal taxes.
Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, plus costs, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days.
