Whenever a public sanitary sewer has been or shall be constructed on any road, street, highway or alley in the Borough of West Mifflin, each separate building used or intended to be used as a dwelling, office, building, storeroom, public hall, church, schoolhouse and every tenement fronting or abutting or adjacent to such street, road, highway or alley and not previously connected with a public sewer shall be connected with said public sewer by a separate private sewer within 30 days after written or printed notice shall be given or mailed to the last known address of the owner or owners of any such building by the Health Officer of the Borough of West Mifflin, and, upon the failure of any such owner or owners to make such sewer connection within 30 days, the said sewer connection may be made by the Borough of West Mifflin, and the cost thereof, together with a penalty of 20% additional, shall be collected from said owner or owners; provided, however, that more than one separate building may be connected with the public sewer by a single private sewer, provided the capacity of the latter, in the sole judgment of the Borough Engineer, shall be sufficient.
The construction of every private sewer shall be under the supervision and direction of the employees, agents, or Engineer of the Borough of West Mifflin, or such person or persons as the Borough of West Mifflin shall designate, and each such private sewer shall have a diameter of not less than six inches and not greater than the diameter of the public sewer and shall be of either cast iron, having all joints thoroughly caulked with lead, or of salt-glazed terra-cotta sewer pipe, having all joints completely sealed with portland cement mortar.
Any owner or owners of property discharging, through a private sewer or otherwise, any surface drainage or roof water from said property into any public sewer other than one constructed and used as a storm sewer, or one constructed and used as a combination sewer, shall disconnect the same from said public sewer, upon receiving 15 days' notice in writing to do so. Said notice may be mailed to the last known address of the owner or owners. In case said owner or owners neglect or refuse to do so, such owner or owners shall be liable to the penalty provided hereinafter, and the Borough of West Mifflin may proceed to have the same disconnected, and the cost thereof, with penalty of 20% additional thereto, shall be collected from such owner or owners in the manner provided by law.

No private sewer to be connected with the public sewer shall be laid unless the owner shall first obtain a permit from the Borough Building Inspector authorizing the laying thereof and shall pay the Borough of West Mifflin a fee as established from time to time by resolution of Borough Council for such permit, and said owner or owners shall, in addition thereto, pay to the said Borough an amount determined by the Borough Engineer at the time of construction of the public sewer, which amount shall be in payment for the connection. Branch sewers from the public sewer to the curbline shall be constructed by the Borough of West Mifflin and the cost thereof paid from the amount collected from the owner or owners for connection; provided, however, that before any private sewers are connected with any public sewers at points where branch sewers have already been constructed by the Borough of West Mifflin from the main sewer to the curbline, the Borough Engineer shall certify to the Borough Secretary that the actual cost of construction of said branch sewer, which amount, together with the permit fee above established, shall be paid by the owner or owners before any permit shall be issued for the connection of any private sewer therewith. In the event of the improvement of any street, road, highway, or alley, after a public sewer has been constructed therein, the Borough of West Mifflin shall have the right to construct sewer lines from the public sewer to the curbline of any such road, street, highway or alley, and the Borough Secretary shall notify each property owner affected of the amount of cost of such construction of said sewer lines, payment of which amount shall be made within the period of 30 days from the date of said notice. In the event that a property owner fails or neglects to pay for said construction within 30 days from the date of said notice, the Borough Secretary shall proceed to collect the amount thereof, together with costs, in such manner as provided by law. The Borough retains the right at the option of the Council of the Borough of West Mifflin to assess the cost of said construction, together with the cost of filing any liens to the properties benefited, in any manner as provided by law.
The Borough of West Mifflin shall have the right to require any additional private sewer to be laid in any case in which the private sewer previously laid shall become inadequate, either by an increase in the size of the building or additional use being made of the private sewer.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000, plus costs, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
