It is hereby imposed a municipal dumping fee upon the operator of each automobile, truck or commercial vehicle for depositing any agricultural waste, bulk waste, commercial establishment waste, construction demolition waste, domestic waste or household waste, garbage, debris, refuse or any residual waste at the Borough garage or in any Borough dumpster. The fee shall be established as follows:
A. 
Each pickup truck: $35.
B. 
Each truck, one ton or more: $75.
The dumping of hazardous waste is strictly prohibited and subject to all regulations and penalties established by the Code of the Borough of West Mifflin, state and federal statutes and regulations.
The dumping of any automobile tires, truck tires or any rubber products is prohibited and subject to all regulations and penalties established by the Code of the Borough of West Mifflin, state and federal statutes and regulations.
The dumping of any recyclable material as is set forth in Article II, Recycling Program and Regulations, of this chapter, as amended from time to time, is prohibited and subject to all regulations and penalties established by the Code of the Borough of West Mifflin, state and federal statutes and regulations.
Any person from a corporation who shall violate any provision of this article or shall fail to pay the required fee for dumping any waste, garbage, refuse, rubbish or debris at the municipal garage or in any municipal dumpster shall, upon conviction before a Magisterial District Judge, be sentenced to pay a fine of not less than $100 and not more than $300, plus costs and any reasonable attorneys' fees allowed by law. Each individual truck dumping is a separate offense.
