From and after the effective date of this article, there shall be and is hereby created the West Mifflin Borough Cable Television Board (the "Board"). It shall have the power to review cable television rates and to enforce standards for cable television service, installation and equipment as permitted by the Cable Act[1] and FCC rules and regulations. It shall conduct its review pursuant to the Cable Act, FCC regulations and regulations to be established by Borough Council.

The Board shall consist of three members appointed by the Borough Council. Each member shall hold office for a term of three years; provided, however, that the first person appointed to the Board under the provisions of this article shall hold office for a term until the first Monday of January 1997, at which time the term of office shall terminate; the second person chosen as a member under the provisions of this article shall hold office until the first Monday of January 1996, at which time the appointment shall terminate; the third person appointed to the Board under the provisions of this article shall hold office until the first Monday of January 1995, at which time the term of office shall terminate. Thereafter, and as each term of office expires, the appointees shall be reappointed or new appointees designated for a subsequent three-year term. In the event a vacancy shall occur in the membership of the Board, the Borough Council may, by motion, appoint a person to fill the remaining term of the office thus vacated.
The Board shall conduct hearings pursuant to regulations to be adopted by Borough Council and is empowered to hold joint hearings with municipal rate review boards of other communities, provided that the Borough Council is advised and does not object.
The Board shall meet at such time and place as shall be designated from time to time by the Board and will conduct its hearings within the time parameters set by the Cable Act, FCC regulations and the regulations adopted by Borough Council.
