It is hereby prohibited to stack or store any material which is a hazard that constitutes a public nuisance, which shall include but not be limited to boxes, bales, pallets, rubbage, scrap, metal, papers, cardboard, wood, tires or any like material, in an outside unsecured area in excess of three feet in height. Tires shall not be stored outside in any manner, regardless of zoning district classification.
These regulations do not apply to secured areas in nonresidentially zoned districts, which shall be defined as any area that is enclosed by a fence, wall or barrier six feet in height and whose access is gained through a locked door or gate.
Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1000, plus costs, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation is permitted to exist shall constitute a separate offense.
