Except where otherwise provided by law or ordinance, all authorities,
boards, and commissions shall be advisory in nature and perform no
administrative function.
In the event of a vacancy in any authority, board and/or commission, the Mayor shall nominate an individual for such vacancy in accordance with § 7-17.
Any vacancy on an authority, board, or commission shall be filled
by the appointing body for the remainder of the unexpired term. Such
members shall be appointed within the time frame designated by each
authority, board, or commission.
Each authority, board, or commission shall provide for rules and
regulations governing its operation. Such rules and regulations shall
provide for the keeping of records pertaining to its duties, the conduct
of meetings and public hearings and a periodic reporting to the residents
of the City and the City Manager.
The City Manager shall assign each authority, board, or commission
to an appropriate unit of the administrative service for necessary
staff, liaison and administrative assistance.
