A Sister Cities Commission is hereby established to further the economic and cultural understanding and development between the City and similar cities in foreign nations.

The Commission shall consist of not fewer than five nor more than 15 persons, who shall be appointed thereto by the Mayor, in accordance with Article 2, Section 2-10, and Article 3, Section 3-3, of the City Charter enacted by Chapter 72 of the Acts of 2013, each to serve without compensation. The Sister Cities Commission shall elect a chair, vice chair and a secretary, and any other officer it deems necessary in accordance with Article 10, Section 10-6(a), of the City Charter enacted by Chapter 72 of the Acts 2013.

The terms of Sister Cities Commission members shall be in such a manner that one-third of the members shall be appointed for terms of one year, another one-third for terms of two years, and the remaining one-third for terms of three years. Thereafter, the members shall be appointed annually to serve for terms of three years, and until the qualification of their successors. In the event of a vacancy, an appointment for the unexpired term shall be made in the same manner as for the original appointment. Members may be removed by the Mayor for cause, subject to the approval of a majority of the members of the City Council.

The Sister Cities Commission shall have the following powers and duties:
(a) 
To further the economic cooperation and cultural interchange on the basis of mutual friendship and amity between the City and its sister cities.
(b) 
To develop, compile, coordinate and exchange information with community organizations and with officials and citizens of other sister cities.
(c) 
To encourage and cultivate mutual understanding of the respective economic problems and cultural development.
(d) 
To take such actions as may be deemed necessary to effectuate the establishment of an official sister City relationship between the City and a foreign City.
