There is hereby established and constituted a committee on human
services to be called the “Human Services Advisory Council,”
hereinafter referred to as the “Committee.”

The Human Services Advisory Council shall consist of not fewer than nine members and not greater than 11 members. In accordance with Article 2, Section
2-10, Article 3, Section
3-3 and Article
6 of Chapter 72 of the Acts of 2013, the Mayor shall appoint all of the members to the Human Services Advisory Council subject to City Council approval. The Mayor, in making said appointments shall select such members from a pool of potential candidates as may be developed by the Mayor's office and which may contain the names of additional candidates which shall be submitted from time to time by the Committee by its vote. In accordance with Article
10, Section 10-6(a) of Chapter 72 of the Acts of 2013, the members of the Human Services Advisory Council shall elect from the membership a chairperson, vice chairperson, a secretary and any other officers that the membership deems necessary.

The Mayor shall have the authority, with the approval of the
City Council, to discharge a Committee member for cause. Any Committee
members absent for three consecutive meetings shall be automatically
removed by the Mayor.

Each member shall serve a term for three years. In the event
of a vacancy, the Mayor shall appoint a successor as soon as practicable,
subject to city council approval, and said successor shall fulfill
the unexpired term of the member whose seat was vacated.

The term quorum is defined by Article
10, Section
10-6(e) of the City Charter enacted by Chapter 72 of the Acts of 2013.

In accordance with Article
10, Section
10-6(b) of the City Charter enacted by Chapter 72 of the Acts of 2013, the Commission shall make rules governing its meetings.

In accordance with Article
10, Section
10-6(c) of the City Charter enacted by Chapter 72 of the Acts of 2013, the Commission shall make rules governing its recordkeeping.

The Committee will investigate the provision of human services
in the City. In connection with this duty, the Committee will:
(a) Solicit views on human services needs from citizens and groups concerned
therewith, including, but not limited to, representatives of human
services, and shall provide ample opportunities for such citizens
and groups to present their views.
(b) Receive copies of reports produced when various City departments
monitor any human services agencies funded by the City.
(c) Issue a report on priority human services needs, including an annual
appropriation recommendation to the Director of the Department of
Community Development and the Mayor.
(d) Annually review proposals from the City human service providers in
order to recommend to the Director of the Department of Community
Development and the Mayor grants in aid for priority human services
needs.
(e) Receive and make recommendations with respect to petitions referred
to it by the City Council.
(f) Request through the Department of Community Development any information
from other City departments that it may need in order to carry out
its duties.
(g) Function as a resource on human services issues for the City government.

The Director of the Department of Community Development shall
serve as ex officio clerk of the Committee. The Director or his designee
may assign staff to provide secretarial and administrative services,
to the Committee. Said staff shall at all times remain under the direction
and control of the Director of Community Development.
