The Buildings Commissioner shall appoint an Inspector of Wires.
The Inspector of Wires shall report to and be under the supervision
of the Buildings Commissioner.

The person chosen inspector of wires shall be a competent electrician
of good moral character, and shall have had at least two years’
experience as a journeyman in the practice of his trade or two years’
training in a recognized college of electrical engineering, shall
be well versed in approved methods of electrical construction for
safety to life and property, the statutes of the commonwealth, (Massachusetts
Electrical Code, as amended) relating to electrical work, and the
regulations of the National Fire Protection Association, publishers
of the National Electrical Code, as amended.

It shall be unlawful for the inspector of wires to engage in
the business of the installing and maintenance of electrical wiring,
electrical devices and electrical material, either directly or indirectly,
and he shall have no financial interest in any concern engaged in
such business in the city.

If a vacancy occurs in the office of inspector of wires, it
shall be filled at once for the unexpired term.

Sections
5-1 to
5-3 shall not authorize any action in conflict with the General Laws relating to civil service.

The inspector of wires shall have and exercise the powers named
in Chapter 166 of the General Laws, also in Chapter 131 of the Acts
of 1906 and all acts in addition to or amendatory of such Chapter
131. He shall inspect all electrical wires and poles and supports
thereof and shall enforce all statutes of the commonwealth, all provisions
of this Code and all ordinances and orders of the city in relation
thereto. He shall investigate all petitions and applications for the
location of poles for the support of wires for the transmission of
electricity and shall report thereon to the mayor and city council,
and it shall be his duty to attend all meetings of the mayor and city
council at which action is taken on such petitions and applications.
The inspector of wires is especially charged with the duty of
strictly enforcing all laws, ordinances and regulations relating to
poles and wires.

The inspector of wires shall have control of the supervision
and inspection of electrical wiring and shall enforce all laws, ordinances
and regulations that relate thereto. He shall have full charge and
supervision of all electrical wires and apparatus of the city, except
the fire alarm, police signal and traffic signal systems, and shall
see that the same are at all times in good repair and working order,
but all work shall be done by and charged to the department to which
such wires and apparatus belong.

The inspector of wires shall keep careful and comprehensive
records of applications received, of permits granted, of certificates
issued and of reports rendered, and of notices and orders issued.
It shall be the further duty of the inspector of wires to keep informed
on the revisions of the National Electrical Code, hereafter approved
by the American Standards Association, and to call to the attention
of the city clerk such revisions in order that they may be considered
by the city council relative to being incorporated in this chapter
by amendment thereof. He shall preserve all the copies of the plans
or specifications of wiring systems which are required to be filed
in his office and the same shall be indexed with the name of the owner
of the property or the name of the building in order that reference
may be readily made thereto.

The assistant inspector of wires shall perform such duties within
the department of the inspector of wires as the buildings commissioner
may call upon him to perform, including the issuance of permits and
the work of inspection under and enforcement of the provisions of
any and all laws, statutes or ordinances applicable to such department.
The assistant inspector of wires shall be subject to the supervision
and control of the buildings commissioner. The assistant inspector
of wires shall be appointed and be subject to removal by the buildings
commissioner under the provisions of Chapter 31 of the General Laws,
and the civil service rules and regulations thereunder.
