It shall be unlawful for the operator of a vehicle to stop,
stand or park such vehicle in any of the following places, except
when necessary to avoid conflict with other traffic or in compliance
with the directions of a police officer or the commands of a traffic
control sign or signal:
(1) Within an intersection; except, that such stopping or parking may
be permitted:
(a)
In those areas where the installation of parking meters has
been approved by the department of public works of the commonwealth.
(3) On any curve designated by official signs.
(4) Within 15 feet of the driveway entrance to any fire station, such
area to be designated by official signs.
(5) Within five feet of a fire hydrant.
(7) On the platform of any bridge, except the easterly side of the North
Street Bridge, the same to be designated by official signs.
(8) Alongside or opposite any street excavation or obstruction when such
stopping, standing or parking would obstruct traffic.
(9) On the roadway side of any vehicle stopped or parked at the right-hand
edge or curb of a street.
(10) On such portion of an accepted public way within the limits of the
location of the way as is intended or set apart to be used for the
purpose of being occupied or covered by trees, grass or flowers, or
is outside the regularly established curb lines or the edge of pavement
of such way, or not intended to be used for vehicular traffic.
If, and in so far as, the provisions of sections 13-52 to 13-55 are inconsistent with any provisions of this section, the provisions of this section shall govern.

It shall be unlawful for the operator of a vehicle to park such
vehicle at any time:
(1) Within 15 feet of the intersection of curb lines, or, if none, then
within 15 feet of the intersection of property lines at an intersection.
(2) Within 25 feet upon the approach to any flashing beacon, stop sign
or traffic-control signal located at the side of the roadway, such
areas to be designated by official signs.
(3) At any place where erection of official signs, prohibiting parking,
have been approved by the Department of Public Services.

(4) Within 20 feet of either end of a bridge, such areas to be designated
by official signs, except in those areas where the erection and maintenance
of parking meters has been approved by the Department of Public Works
of the commonwealth.
(5) In front of any church during hours of actual use, in front of any school during hours when school is in session, or in front of the Berkshire County Home for Aged Women, and the Berkshire Museum, the last three buildings as they are now respectively located on South Street; unless any such church, school or other building is within any area in which parking is expressly permitted by §§
13-52 to
13-55; or in front of any theater when open for a performance.
In any case where parking is prohibited by this provision, it
shall be for such distances, consistent with reasonable regulation
of traffic and consideration of public safety, as shall be determined
by the City Engineer-Traffic Engineer and designated by signs erected
and maintained consistent herewith.

(6) In front of any private way, private road or private driveways.
(8) All public ways subject to City snow removal for the duration of a declared snow emergency as defined in §
20-24.
If, and in so far as, the provisions of §§ 13-52 to 13-55 are inconsistent with any provisions of this section, the provisions of this section shall govern.

It shall be unlawful for unauthorized persons to park in places
specified for handicapped parking, as defined in Chapter 90, § 2
of Massachusetts General Laws, in the following areas:
(a) Public parking areas; and

The City Council shall, by order, determine and designate at
least one handicap parking space for every 20 parking spaces on North
Street, South Street, Tyler Street, Elm Street and West Street, in

which ways or parts of ways it shall be unlawful for any operator
to park a vehicle at any time.

In any article or section of this chapter relating to parking,
where it is provided that official signs shall be erected and maintained,
such signs shall mean standard signs. They shall be erected and maintained
in each block, designating the applicable provision of this chapter,
and be located so as to be visible at all times to approaching drivers.
Sufficient number shall be erected so that an operator, parking a
vehicle at a limited parking space, may clearly see the legend side
of the sign setting forth the parking regulations thereat, from any
point on such space.

(a) Generally. Except when necessary in obedience to traffic regulations,
or other traffic signs or signals, or directions of an officer, and
except as otherwise provided by this section, the operator of a vehicle
shall not stop, stand or park such vehicle in a roadway other than
parallel with the curb, or the edge of the roadway, headed in the
direction of traffic, and with both right wheels of the vehicle within
one foot of the edge of the curb or the edge of the roadway.
(b) Angle parking—Generally. Upon those streets which have been
marked and signed for angle parking, the surface markings and erected
signs shall have the commands indicated and designated by them; and
vehicles shall be parked at such angle to the curb or edge of the
roadway, and facing the curb or edge of the roadway. Vehicles shall
be parked wholly within the marked lines provided.
(c) Same—Designation of streets; marking and signing. The City
Council may, by order, determine upon what streets, or parts of streets,
angle parking shall be permitted and shall mark and sign such streets,
or cause the same to be marked and signed, as provided by this chapter.

It shall be unlawful for any person to park any vehicle upon
any street for the purpose of displaying it for sale, or for the purpose
of displaying thereon, or therefrom, any form of advertising.

(a) Repairs generally. It shall be unlawful to stop, stand or park a
vehicle on the improved or traveled portion of any roadway for the
purpose of making repairs to such vehicle, except when it is impossible
to move such vehicle off the improved or traveled portion of such
roadway by its own motive power, and except when to move it off the
improved or traveled portion of such roadway would cause greater damage
to the vehicle before the necessary repairs are made.
(b) Repairing, etc., tire. It shall be unlawful to stop, stand or park
a vehicle on the improved or traveled portion of any roadway for the
sole purpose of repairing or changing any tire, tube or shoe when
to do so will obstruct or endanger traffic.
(c) Broken down vehicles. It shall be unlawful for the operator of a
vehicle which has become incapable of movement by its own motive power
to leave it or cause it to be left, or permit it to remain in a broken
down condition, on the improved or traveled portion of the roadway
for a period of time longer than that reasonably necessary to cause
its removal therefrom by means other than its own motive power.

It shall be unlawful to stop, stand or park a commercial vehicle
on North Street, east side, between East Street and White Terrace,
and west side, between West Street and Madison Avenue; and on West
Street, north side, between North Street and the railroad property,
and south side, between South Street and Center Street, for the purpose
of loading or unloading merchandise, between the hours of 9:00 a.m.
and 6:00 p.m., through the respective entrances facing North Street
and West Street, if the person to whom merchandise is being delivered,
or from whom it is being received, including the loading and unloading
of one's own commercial vehicle, has provided a side or rear entrance,
platform or delivery door of reasonable access and approach for the
purpose of loading and unloading, or if the loading and unloading
can be conveniently undertaken in a street not specified in this section.
In such places as loading or unloading is prohibited by this paragraph,
official signs shall be erected designating such prohibition.
The chief of police is hereby authorized to issue, and the city
council may issue, to any owner or operator of a vehicle used to transport
merchandise or materials on the above-named streets (North Street
and West Street), a special permit, renewable annually, for the purpose
of loading or unloading, notwithstanding the provisions of this section.

(a) Designation, etc. The city council shall determine and designate
the location of loading zones, and shall erect and maintain, or cause
to be erected and maintained, official signs indicating and directing
the use of the same, and the hours during which this section shall
apply.
(b) Parking by unauthorized vehicles prohibited. It shall be unlawful
for any person to stop, stand or park a vehicle except for the purpose
of receiving or discharging passengers or loading or unloading merchandise
in any zone set apart and designated as a loading zone, during the
hours designated as herein provided.

(a) Designation, etc., generally; use. The city council may establish
and designate bus stops upon any street or way and shall erect and
maintain or cause to be erected and maintained appropriate markings
and signs designating such use, and any person actually engaged in
the transportation of passengers as provided by law shall use such
places as may be designated by the city council.
(b) Petition to designate. Any person engaged in the transportation of
passengers as provided by law may petition the city council to designate
a bus stop upon any street or way, setting forth in such petition
the greatest number of buses to occupy the stop at any one time, and
an exact description, including dimensions, of the place or portions
of the street to be so occupied and the manner in which it is proposed
to park such buses when occupying such stop.
(c) Parking, etc., by other vehicles prohibited; exception. It shall
be unlawful for the operator of any vehicle, other than a bus, to
stand or park such vehicle in any officially designated bus stop;
except, that the operator of any passenger vehicle may temporarily
use such stop for the purpose of, and while actually engaged in, loading
or unloading passengers.

(a) Designation. The city council may establish and designate taxicab
stands which stands shall be used and occupied as provided by this
section.
(b) Occupancy. It shall be lawful for the operator of a taxicab to occupy any designated taxicab stand in the regular course of his business of loading passengers, providing there has been issued to such operator or to the person by whom such operator is employed, a license to operate a taxicab under chapter
21 of this Code. The taxicab stands shall be free and accessible to all taxicabs whose owners are licensed pursuant to chapter
21 of this Code.
(c) Parking, etc., by other vehicles prohibited; exception. It shall
be unlawful for the operator of any vehicle, other than a taxicab,
to stand or park such vehicle in any officially designated taxicab
stand; except, that the operator of any passenger vehicle may temporarily
stop in any such stand for the purpose of, and while actually engaged
in, loading or unloading passengers.
(d) Telephone stands. The city council may grant a revocable license to erect and maintain a telephone stand in a public way to the holder of a license to operate a taxicab under chapter
21. The telephone stand shall be used only in connection with the taxicab business of the licensee and its exact position and dimensions shall be determined by the Commissioner of Public Services. It shall be one of the conditions of the granting and continuance of such license that the applicant shall have filed with the city treasurer a bond, satisfactory to the city solicitor as to form, duly executed by the applicant and by a surety company qualified to do business in the commonwealth, in the penal sum of $5,000, conditioned to indemnify the city against any and all claims, including cost of trial, for personal injuries (including consequential damages and death) up to the amount of $5,000 or damage to property up to the amount of $1,000 resulting from the placing, construction, maintenance or removal of such telephone stand. A liability insurance policy giving substantially the same protection to the city, and approved as to form by the city solicitor, may be substituted for such bond at the option of the applicant.

In accordance with the provisions of Section 7 of Chapter 90
of the General Laws, parking of a motor vehicle at night without lights
is hereby permitted on all well-lighted streets when and where not
otherwise prohibited by this chapter.

The Commissioner of Public Services shall have the power to suspend on an emergency basis parking prohibitions or limitations as contained in Article
V of Chapter
13 of this Code for periods up to six months by the issuance of emergency traffic orders. Such orders shall be submitted to the city council before taking effect and shall take effect unless the city council votes disapproval at its next meeting after the submission by the Commissioner of Public Services.
