The Department is authorized to develop, adopt and carry out plans for the inspection and reinspection of all premises in order to safeguard the safety, health and welfare of the public, subject to the provisions of this chapter, including:
A. 
A plan for the periodic systematic inspection of all residential premises or target area inspection of residential premises within the applicability of this chapter.
B. 
An investigation of all complaints of alleged housing violations or other unsafe, unsanitary conditions.
C. 
A procedure for reinspection of all residential premises or parts thereof in violation of this chapter.
D. 
All residential properties shall be inspected/reinspected by the Building Department before transfer of ownership or the issuance of a certificate of occupancy at a fee as set from time to time by the Board of Trustees. Such fee shall include the issuance of a new certificate of occupancy for the property.[1]

The Enforcement Officer and the Assistant Enforcement Officers shall be authorized to enter any structure or premises at any reasonable time, upon display of proper identification, for the purpose of making inspections and performing duties under this chapter.
A. 
If admission is refused or cannot be obtained from any owner, occupant or operator of a residential structure, the Enforcement Officer and the Assistant Enforcement Officers shall be authorized to obtain a search warrant to make an inspection, provided reasonable or probable cause is shown.
B. 
In case of an emergency, the Enforcement Officer and the Assistant Enforcement Officers may, without a search warrant, enter any premises or parts of premises to inspect at any time without the permission of the owner, occupant or operator.
Every occupant of a residential structure or premises shall give the owner or operator thereof or his agent or employee access to any part of such structure or its premises at reasonable times and in emergencies at any time for the purpose of making necessary inspections, repairs or alterations so as to comply with the provisions of this chapter.
