In all areas within 10 feet of any sidewalk, road, street, highway or other public right-of-way, there shall be prohibited the fabrication, repair, maintenance, storage of, or any other work from being performed to, on or in connection with any article of non-real property which is not affixed to, or to be affixed to, the real estate.
This article shall not be construed as prohibiting any work which is performed inside of a building which might happen to be within 10 feet of a sidewalk, road, street, highway or other public right-of-way.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and/or to imprisonment for a term not to exceed 90 days. Every day that a violation of this article continues shall constitute a separate offense.
