[HISTORY: Adopted by the Board of Trustees of the Village of Oxford 5-21-1959, as amended through 5-2-1994. Subsequent amendments noted where applicable.]
Written request for water service must be made to the Village of Oxford Board of Trustees by the property owner or his authorized agent.

An application fee must be submitted with the written request. The fee will be returned if denied.
A. 
Fee for service inside the Village shall be $150.
B. 
Fee for service outside the Village shall be $200.
A. 
All bills, whether for use of water, turn-on charges or repairs to water service and/or meters, are a charge against the owner of the premises or property where the water is used, and said bills will be rendered to the owner of said premises.
B. 
All bills for the use of water become due and payable and are a lien on the premises where the water is used, as soon as charged on the books of the Village. The burden is on the owner and consumer to keep track of all unpaid water bills. Failure to receive bills for said water service or repairs does not relieve the owner from liability to pay.
C. 
All bills are due when presented. Water supply and services of any consumer supplied by the Village of Oxford water system may be discontinued and shut off from the premises, with or without notice, by the Village Board of the Village of Oxford, its agents and employees if bills are not paid within 60 days from the time when they become due. This includes repair bills and turn on charges, as well as those for water used.
D. 
Payment for use of water, turn-on charges and repairs to service or meters become due and payable on the first of January, first of April, first of July and the first of October for the three-month period preceding these dates. Bills may be paid to the collector during the months of January, April, July and October without penalty. If bills are not paid during the first month for which they are due, a ten-percent penalty charge will be added.
E. 
The Board of Trustees of the Village of Oxford reserves the right to transfer any unpaid bills for the use of water, turn-on charges and/or repairs to water service or meters to the Village tax roll, as provided by the Village Law, 60 days after said bills become due and payable, with an additional charge of $25.
F. 
Apportionment of rentals shall be made by the collector upon periods less than three months from the date notice of discontinuance of service is given to said collector, whether from sale of premises or otherwise.
The Board reserves the right to designate the location of the water service pipe and appurtenances for the property to be served and the location for its meters. Upon receipt of written request made by the property owner or his authorized agent, the Board or its agents will designate the same.
A. 
All service pipes and appurtenances shall be subject to the approval of and laid under the supervision of the Board or its agents.
B. 
Future installations of service less than two inches in diameter shall consist of the connection with the main, the pipe leading there from the curb stop with gate box riser and valve placed near the street edge of sidewalk and a stop and drain immediately inside of the cellar wall. Future installations of services two inches or larger in diameter shall consist of a gate valve near the main with a gate box riser and a valve immediately inside the cellar wall.

C. 
The water service extending from the curb stop to the consumer's property is installed at the expense of and owned and maintained by the property owner.
A. 
Written notice must be left at the Village Office one week prior to the time the service is to be installed, stating the exact time when the trench will be ready for making the connection to the water main.
B. 
All connections with the street mains will be supplied by and made by the Village Board or its duly authorized agent.
Where the water service has been disconnected for nonconformance to these regulations, no person except employees of the Village shall be allowed to reconnect the same without its written permission.
Application for meters must be made at the office of the Village Clerk, and the same will be furnished and installed at a reasonably convenient accessible place by the Village Department of Public Works employees. Said meters remain the property of the Village of Oxford and it reserves the right to remove the same at any time upon discontinuance of said water service.
The property owner will be held liable for all water bills rendered:
A. 
From the time of setting the meter, to and including the day of discontinuance of such service.
B. 
As indicated by the meter or estimated by the Village Board or its agents from the best available information should the meter be found to incorrectly register the actual consumption.
Premises and consumers will be supplied with water only through meters. Access to meters must be maintained free from obstructions at all times for purposes of inspection, reading and the performance of any other necessary acts in connection with the service.
The Board reserves the right to discontinue its water service and remove its meter at any time, if it should be found necessary to do so for protection against abuse, fraud or nonpayment of bills.

The Board will hold the applicant responsible for any damage to any meter through which he or his premises are served resulting from freezing, hot water, steam or fire or in the event of loss by theft. Said applicant shall also be responsible for any damage to any meter, through which he or his premises are served, caused by his negligence or that of his tenants or his agents or by his own or their failure to properly secure and protect said meters. Failure to pay for such damage shall be sufficient cause for refusal of further service. The charge for the repair or replacement of the meter will be at the current cost of the meter and, if needed, the meter horn set.

All meters may be sealed by the Village Board or its agents, and the breaking of meter seals without authority will be cause for discontinuance of service.

Upon request of the owner or consumer, a water meter may be removed for testing upon payment of $100 at the office of the Village Clerk-Treasurer. If upon testing the meter is found to over-register, said deposit will be returned and a new meter set without charge. Should the meter be found to register correctly or under-register, said deposit will be retained by the Village Clerk-Treasurer to cover the cost of testing. In the event of finding an error in registry of the meter after testing, the bill may be adjusted at the discretion of the Village Board.
A. 
The Board will endeavor to read its meters at regular intervals of three months, so that all charges and quantities will be figured on a quarterly basis unless otherwise stated.
B. 
In the event of the inability to read meters, the bill may be estimated from the best available information.
C. 
All bills are due when rendered, and payment is required at the office of the Village Clerk-Treasurer within 60 days from the date of said bill. Service may be discontinued for failure to so pay as provided in § 285-3C.
D. 
All partial payments will be first credited on all back bills if any exist.
E. 
No charge for water service shall be less than the minimum rate quarterly according to the rate schedule in effect at the time.
A. 
Deposits equal to the estimated use of water for a period of at least six months may be required from any consumer and will be held in an escrow account by the Village Clerk-Treasurer.
B. 
Deposits equal to the estimated use of water for a period of at least one year is required from any new service installed for consumers outside the Village except in the Town of Oxford Water District 1, and will be held in an escrow account by the Village Clerk-Treasurer.

C. 
Additional deposits may be required at any time when in the opinion of the Board, the original deposit becomes insufficient.
D. 
Withdrawal of deposit may be made during office hours subsequent to the discontinuance of service upon presentation of the certificate of the deposit, properly signed at the Village Office, and provided that all bills with the Village are liquidated.

No application for resumption of water service will be granted by the Board unless all moneys due and owing from the owner and/or applicant have first been paid. A charge of $50 for the reconnection of service will be made. The fee for reconnection is to be paid in advance.
The owner and/or consumer expressly authorizes and empowers the Village Board, its employees and agents to enter the premises at all reasonable times for the purpose of inspecting meters and fixtures and appliances served thereby for reading meters and performing any other necessary acts in connection with the service.
When leaks occur in service pipes or appurtenances at any point beyond the curb box, they must be immediately repaired by the owner or occupant, and if not repaired within a given time, after notice, the water will be shut off until repaired.
Customers located outside of the Village of Oxford may be supplied with water service at the discretion of the Village Board. Rates will be set by the Board for such service.
A. 
Fire hydrants are for the use of the Fire Department and Village employees only.
B. 
Upon application made at the Village Office, permission may be granted to use a fire hydrant to obtain water, under the supervision of a representative of the Village Board or its agents. Bills for such water service will be rendered according to the regular schedule plus the service charge to cover the cost of supervision. The rate for filling a residential pool has been established by the Board at $10 per 1,000 gallons of water that the owner's pool holds and is verified by written documentation by the pool owner or pool company.

C. 
Bulk water purchases. The Village will charge $10 per 1,000 gallons for bulk sale of water.

A. 
Private fire service connections are subject to the regulations as those governing domestic services, except that no water shall be drawn from said connections for any purpose other than for extinguishing fires.
B. 
All installations and repairs to meters larger than 3/4 inch shall be at the cost of the consumer or property owner. All installments and repairs to a water service from water mains to consumers including tap, curb box and connection over 3/4 inch, shall be at the sole cost of the consumer.
A. 
The Village Board reserves the right to shut off and/or restrict the supply of water as follows:
(1) 
Without notice whenever it may be found necessary in cases of emergency.
(2) 
Upon three hours' written notice or otherwise, in order to make repairs and/or extensions to the distribution system or to private services.
B. 
The Board of Trustees or its agents shall not be held liable under any circumstances for the deficiency or failure of the supply of water or for any cause, whatsoever, even though no notice thereof is given.

The Village Board of Trustees reserves the right to change the rules, regulations and rates for the use of water from time to time or make special rates or contracts. They will hold a public hearing in regard to said changes. Notice of said public hearing will be published in the Village's official newspaper. Changes will be done by resolution.

B. 
A dwelling by one family or person shall be considered one unit or consumer; in multiple dwellings, each dwelling unit shall be deemed a separate consumer. A business use of water shall be deemed a separate unit or consumer, and each house and trailer is deemed a separate unit or consumer. In the event that more than one unit or consumer, as so defined, consumes water through one meter the basic rental or service charge shall be figured as in § 285-25A(2). Additional consumption of water shall be as in both § 285-25A(1) and (2). If dwellings are outside the Village, refer to § 285-25A(3) and (4).

Any person who violates these rules and regulations shall be punishable by a fine not to exceed $250 or by imprisonment not to exceed 15 days, or both.
