[HISTORY: Adopted by the Borough Council of the Borough of Northampton 7-18-1974 by Ord. No. 870 (Ch. 1, Part 7, of the 1993 Code of Ordinances). Amendments noted where applicable.]

A Police Department is hereby established in and for the Borough of Northampton. Provided, the Police Department previously created in and for the Borough of Northampton shall constitute the Police Department hereby created.
Subordinate to the Chief of Police, in the Police Department shall be established such classifications of police officers as the Council shall from time to time appoint and designate. The number of persons to serve in such subordinate classifications, on a full-time and/or part-time basis, and the compensation of each shall be determined by the Borough Council from time to time.
Nothing herein contained shall affect the authority of the Mayor to appoint special policemen during emergencies.

The Mayor of the Borough of Northampton does hereby delegate, with the permission of the Borough Council, authority to the Borough Manager in accordance with the Borough Code and the desires of the public officials aforementioned to manage, regulate and administrate the following areas of police activity:
A. 
Administrative procedures in compliance with the procedure manual of standard operating procedures and rules and regulations as well as all other administrative policies and procedures previously or later adopted by the Borough Council and the Mayor.
B. 
Management, control and regulation of police overtime.
C. 
Any other responsibilities directly or indirectly connected with the above as well as any other authorities later delegated by the same public officials.

Police overtime shall only be authorized with the prior permission of the Borough Manager, with the following exceptions:
A. 
Emergencies (defined as a sudden, generally unexpected occurrence demanding immediate action; i.e., crime, law enforcement, hot line requests).
B. 
Court attendance.
