All poles utilized for the stretching of wires and cables for telegraph, telephone, electricity or other purposes in the Borough of Northampton shall be legibly marked with the name, initial, or other identifying mark of the owner. An annual license fee, as established from time to time by resolution of Borough Council, shall be charged for each pole against the owners of all poles erected in the Borough, such fee to be payable on or before June 15 of every year. Upon payment of such fee, for the use of the Borough, the Borough Secretary shall issue a license to such owner, authorizing it to maintain the poles in the Borough for one year.
Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.

It shall be unlawful for any telegraph, telephone or electric company or any person or persons other than the Borough of Northampton, to erect or relocate any utility pole within the limits of the Borough without first having obtained a license therefor.

Application for a license under this article shall be made to the Borough Secretary, which application shall specify the number and size of poles intended to be erected or relocated, and their location. If such application shall be in order, and there are no objections, the Secretary shall issue a license to the owner of such poles upon payment of an inspection fee, as established from time to time by resolution of Borough Council, for each pole. If there are objections, the matters shall be resolved before Council.
