A. 
It is the purpose of the whistleblower protection provision to encourage City employees to report information that they reasonably and in good faith believe to be a violation of law, rules, or regulations by another City employee or which evidences growth mismanagement or a gross waste of funds.
B. 
It is further the purpose of this article to protect employees who report such information from reprisal in the form of adverse personnel action.
C. 
No City official or employee shall retaliate against any City officer or employee or other persons for submitting a complaint to the Ethics Board for acting, or refusing to act, as required by Chapter 33 of the Auburn City Code, entitled "Ethics," and Article XVIII of the General Municipal Law.
D. 
Any City officer or employee who violates Subsection C has committed an ethics violation.
E. 
In resolving a complaint that a City officer or employee therein has violated this section, the Ethics Board may recommend that a retaliatory personnel action be reversed.
