There is hereby established a Citizens Advisory Committee to
be composed of the following:
1. Two members of the Township Board of Commissioners and one alternate.
2. Two volunteer firefighters and one alternate.
3. Three members of the Elizabeth Township community and two alternates.

The Board of Commissioners for Elizabeth Township shall appoint
the members of the Citizens Advisory Committee for a term of one year
or until the funds obtained through the Special Fire Tax have been
exhausted.

The members of the Citizens Advisory Committee shall be appointed
within 45 days of the enactment of this Part.

Upon appointment, the Citizens Advisory Committee shall meet
to organize and establish:
A. A bank account for deposit of the funds obtained through the Special
Fire Tax levy.
B. Procedures for how funds are to be paid and disbursed to the fire
companies.
C. How funds will be accounted for.
D. Any and all other matters dealing with the use of these funds as
they are applied to the volunteer fire companies for fire protection.

In addition to monitoring and reviewing expenditures from the
Special Fire Tax levy account, the Citizens Advisory Committee shall
make recommendations and reports to the Board of Commissioners of
Elizabeth Township concerning the status of the volunteer fire companies,
including information as to their fiscal condition, condition of the
fire apparatuses being used by the companies and plans for future
purchases, maintenance and operation of fire apparatuses.

The Citizens Advisory Committee shall provide quarterly reports
to the Board of Commissioners of Elizabeth Township concerning any
and all expenditures from the Special Fire Tax levy account with a
yearly audit being provided at year's end.
