Appeals by an aggrieved person of any determination or action of a Code Enforcement Officer or CSO may be taken to the Village Zoning Board of Appeals pursuant to Article 7 of the Village Law of New York State, except as provided in §
188-18 or as otherwise provided in this chapter. A notice of appeal shall be filed with the Code Enforcement Office within 15 days of the date of service of the notice of violation, determination or action. In no case shall the hearing be delayed beyond 21 days following the original scheduled hearing date. A party's failure to present its case at the appointed time may result in an adverse inference against such party.
